Ms. Carole N. Côté is retired from the Government of Quebec, where she served as an Industrial Development Advisor at the Ministry of Economy, Innovation and Energy (Ministère de l’Économie, de l’Innovation et de l’Énergie). In this role, she supported businesses and organizations in the maritime sector, contributing to their development and growth.

Mr. Francis Roy is a Full Professor and Director of the Department of Geomatics at Université Laval.

He holds a Ph.D. in Planning from the Université de Montréal, as well as a Master's degree in Land Use Planning and Regional Development and a B.Sc.A. in Geomatics, both from Université Laval.

A recognized expert in geomatics and land-use planning, Mr. Roy combines extensive academic experience with a strategic vision for development and innovation in his field.
